What comes to mind only by notification does not make the speaker's intent

Abstract

The basic principle in the interpretation of Shari’a words is to carry the word on what it requires in the language, and on the habits of the addressees, known to them at the time of the speech, this principle will not be changed except by evidence. While not using this principle  without evidence, it is forbidden even if it comes to mind, and as a matter of priority if it does not occur to mind.

This principle must be accompanied in every term issued by Shari'a or issued by humans of different ranks to obtain the benefit from the speech, and to prevent disputes by interpreting the words that exclude the intended of the speaker.
